Tom Mullen

Partner

Tom Mullen is an expert in strategic analysis of complex programs and organizations. Tom has analyzed strategic issues and advised on action plans for corporate and government clients at the highest levels for more than 25 years.

Tom has a specialty in analyzing business dynamics of complex organizations and major programs to assess likely long-term performance, prioritize strategic risks, and identify actions to improve. Tom helps clients use this insight to develop pragmatic solutions and build support amongst stakeholders to the path forward. He is an expert in System Dynamics modeling and leads PA’s Business Intelligence and Analytics (BI&A) capability.

Tom holds an MS Management from MIT Sloan School of Management and a BS in Management Science from MIT Sloan School of Management.

Ritu Sharma

Partner

Ritu Sharma has advised clients on complex programs and strategic business issues for 15+ years. She is an expert in the employment of customized strategic frameworks to develop long-term strategies, inform executive decision-making, and implement change.

Ritu has led PA’s largest DoD engagements, working across acquisition programs and security topics. She leads PA’s efforts on the F-35 Joint Strike Fighter (JSF), providing strategic advice across the program lifecycle on difficult decisions and priorities. She has also helped government organizations evaluate and plan for complex security issues, with past clients including the Joint Staff J5, ASD R&E, AFRL, DARPA, US Commandant Commands, and others.

Ritu holds an MBA from Cornell University and a B.S. in engineering from MIT.

James Marceau

Partner

James Marceau has more than 25 years of experience in international business, executive leadership, and management consulting. Most recently he was President and CEO of Hitachi Consulting’s Global Aerospace and Defense sector following the acquisition of Celerant Government Solutions (CGSI) in 2012, where he was President and CEO. He brings a combination of experience advising large complex government acquisition programs for both the US and foreign governments, and leading multinational operating and holding companies.

He has a history of success leading talented teams working across the spectrum from strategy through execution to deliver results. His areas of expertise include: US and international government and programs negotiations; DoD acquisition programs; advising commercial operating companies across the defense industrial base; predictive analytics, artificial intelligence, machine learning and system dynamics; business strategy and growth; lifecycle planning, strategy and execution; manufacturing, supply chain, operations and enterprise transformation and continuous improvement.

He is an innovate and thoughtful leader who has held Fortune 500 international executive leadership roles, been an early stage executive, investor and entrepreneur, and was a management consulting partner at Oliver Wyman and Capgemini.

James holds an MBA in International Business from the University of Miami and a BS from the University of Colorado. He currently serves on the PA Aerospace and Defense Board of Directors.

Bill Dalton

Partner

In his 24 years with PA, Bill Dalton has led many consulting assignments for public and private sector clients in the aerospace, automotive, civil construction, electric power (nuclear and fossil fuel), financial services, transportation, shipping and shipbuilding sectors. These assignments have generally involved analysis, decision frameworks and advice to improve management of complex development programs and to structure policy and strategy initiatives. Most assignments included using advanced dynamic simulation methods.

Bill holds an M.S. in Ocean Systems Management from MIT and a B.S. in Ocean Engineering from MIT.

Chris Trost, P.E.

Partner

Chris specializes in addressing strategic cost and performance issues across the lifecycle of complex systems to help clients improve their return on investments. His work at PA is focused on using dynamic models to analyze issues surrounding the acquisition, procurement, program management, maintenance and sustainment of major programs and complex systems such as ships, submarines and aircraft – for both government and corporate clients.

His experience includes support of negotiations and expert witness testimony for disputes. Prior to joining PA, Chris was a Senior Program Manager at Raytheon and spent over 14 years on active duty in the US Navy in ship design, acquisition, maintenance and operations.

Chris holds a B.S. in Nuclear Engineering from Penn State University, MBA from Old Dominion University, M. Eng. Ocean Engineering from MIT, and M.S. in Naval Engineering from MIT.

Tamara Greenlaw

Director

Tamara has over 10 years of experience utilizing causal modeling and analysis methods to help address a range of complex security issues including shaping for strategic access, radicalization and violent extremist organizations, organized crime, and humanitarian assistance, as well as high stakes management issues such as capability prioritization and cross functional readiness drivers.

Tamara leads PA efforts to adapt and tailor causal methods including: structuring disciplined, transparent causal analysis efforts in environments with sparse information and many sources of uncertainty; aligning causal methods with military Design, Planning, and Assessment practices; tailoring causal methods given demanding end user planning and adaptation contexts; and exploring potential hybrid System Dynamics / machine learning methods to accelerate causal modeling and enable effective utilization by non-modelers. She has worked with OPNAV N81, N3-5, Marine Corps PA&E, Army PA&E, several US Combatant Commands, Joint Staff J8, Joint Staff J5, DARPA, ONR, and ASD R&E.

Tamara holds a B.S. in Engineering from the University of Maine and MBA and M.S. Engineering degrees from MIT.
